Title 信任關係對策略彈性的影響研究―以經濟部資訊業體系電子化B計畫為例

  • Abstract 二十一世紀致勝的關鍵在於速度,能比競爭者更迅速地因時制宜調整變化就成了致勝的關鍵。國內廠商應善用網路科技將供應鏈的採購、製造、配送、行銷等功能整合並導入電子化管理,在導入電子化的過程中除進行內部企業資源規畫(ERP)的整合外,最普遍推動的應用就是電子採購(e-procurement)。電子採購可加速訂單處理的時間及準時交貨,並且大幅降低訂購單處理的成本。跨組織系統,包括e-procurement在內的實施成功需要體系成員間密切配合,敏捷地針對環境變化做出合作關係的彈性調整,才能適應變化無常的資訊產業特性,並持續保有競爭力。另外諸多學者指出,「信任」為跨組織合作關係中不可或缺之因素,可說是組織間合作關係的基石,因此本研究將針對電子採購系統中之彈性與信任進行研究。
    在上述動機與目的下,本研究乃透過經濟部推動的「資訊業體系電子化計畫」中之B計畫部份,以上游供應商為研究對象,就社會交換理論中的「信任」、「重要性」、「替代方案」、「影響力」,及交易成本理論中的「資產特用性」、「平衡的資產特用性」來探討它們對「合約修改彈性」及「退出彈性」的影響;以及從「溝通」、「共有的價值觀」、「過去的合作關係」、「關係深度」來探討對組織信任的影響。
    研究結果發現,「信任」對「合約修改彈性」有顯著正向影響。「信任」對「退出彈性」有顯著正向影響,「資產特用性」、「影響力」對「退出彈性」有顯著負向影響。另外「溝通」對「信任」有顯著正向影響。
    在實務管理建議方面,本研究認為組織間要產生策略彈性,第一要務就是先培養「信任」,待建立信任關係之後,策略彈性的創造將水到渠成,指日可待。在溝通方面,建議實務界能用長遠眼光來看待企業電子化的投資效益,將建立IT優勢當成差異化策略目標;另外除了正式的溝通管道,企業應透過其他方式將適當的市場資訊提供給夥伴,並傾聽夥伴的意見,以建立共同的價值觀。此外,適當地運用資產特用性和依賴關係可為體系帶來穩定,不過一旦使用不慎可能造成組織之間信任的傷害,因此必須小心處理。
