  • Abstract From IT/organization intercation's view, this study discusses the issue of the potential effect in interorganizational power structure by implementing IOS. By dividing the roles of IOS into "Cooperational Tool" and "Strategical Weapon", we rethink the issue and develop a theoretical structure to try to explain how interorganizational power structure will cahnge by IOS.
    This study is a case study in the Plan A and Plan B in Taiwan. After the study, we find IOS played the role in "Cooperational Tool" will make the interorganizational power structure tends towards the balance state.
