  • Abstract Facing the large quantity of fast deteriorating pipes, Taiwan Water Company is left with the ever challenging task of meeting all rehabilitation needs. In a yearly basis, the Company has to sort out the priority of a massive number of rehabilitation needs demanded by the twelve branch headquarters. With a clear rule of earmarking these needs in terms of priority setting and budget, the company's already stringent budget is often allocated simply by pipe length, without knowing what the actual conditions are. Clearly, the current decision making process gives room for improvement. The study attempts to streamline a rational approach for getting the above problem solved. The approach is two-pronged. On the one hand, it investigates crucial information which is needed for a better decision. A tradeoff has to be made between too much information of high cost and too little of no practical use. Therefore, critical criteria for decision making has to be identified. On the other hand, the study proposes a step-by-step methodology for ranking rehabilitation needs with known decision criteria. To accomplish this, the Analytic Hierarchy Process is employed to produce weightings of criteria and TOPSIS method is adopted to compute ordinal ratings among studied needs.
    The main conclusions of this study include:
    1. The key criteria at issue are frequency of pipe leakage, number of household in service, piping material and water carrying capability of piping.
    2. There exist agreement concerning the key decision criteria and relative weightings among them.
    3. The involved experts of the Company show a consensus that the proposed approach is practical and doable.
